Strange design, but it sort of makes sense. If it was only one wiper, it would be too long at 90 degrees. The tiny one needs to stop sooner while the long bit keeps going.
Or they could have given it normal wipers and not been stupid.

Wipers of near equal length wouldn't reach so far up the windscreen, or would conflict with each other. Though cars with the 'opposed system' I think personally give a clearer windscreen baring in mind the obscired area would be in front of the rear view mirror.

I'd thought of the single controlled method a bit...
A regular single wiper might have worked too. Moving the pivot of the drivers wiper toward the passenger side and down into the cowl further, making it a bit longer, and being at slightly more than 90 deg at the up-position might have done it.
